Ms. Ruth Baker,
BEACON’s Managing Director, has been affiliated with BEACON since 1996.
She holds a Master in Public Policy from the John F. Kennedy School
of Government at Harvard University and a B.A. from Yale University.
She has over 12 years’ consulting experience in both private and public
sector organizations, including Price Waterhouse’s Office of Government
Services in Washington D.C., where she won the firm’s Client Service
Award. Recent project examples include:

Multi-million dollar initiative to create a regional transportation
system (Shore Transit) for the tri-county area.

Tri-county “visioning” process that will convey regional goals and
priorities to Lower Shore legislators and decision-makers.

Study of the “graying of Delmarva,” a look at the realities and
implications of our aging population.

Participation in the Governor’s Eastern Shore Economic Development
Task Force (aka “One Maryland”). Served as Vice Chair of
Transportation Subcommittee.

Studies to help local clients enhance tourism, assess welfare-to-work
transportation options, and promote micro-entrepreneurship.
